Summary	0013541: Miners in military remove equipment even if set to equip/always
Description	Miners assigned to a military squad will remove their assigned uniform even if their current orders are set to equip/always when they do not have an active order (station, defend, patrol, attack).
Steps To Reproduce	Assign miners to a military squad and assign them armor as a uniform. Set the miners to a schedule that is Equip/always. Station the miners somewhere - they will pick up their armor and wear it. Cancel the station order. The miners will take off their armor.
Additional Information	This seems to be new behavior since the dino update. Previously they would follow the equip/always order.
