Summary0009617: Workshops stop finding resources
DescriptionWorkshops will periodically and permanently start failing to find the resources for their jobs. When this occurs, the worker will start suspending/canceling jobs as if there were truly no resources for them, even if there are resources available. This occurs if the resources are in bins/barrels/bags and if they are not. This occurs if the resources are being hauled or not. This will not happen every time the workshop starts a job, but once it does start happening, that workshop will not find any resource for any queued job. A new workshop, when built, will sometimes be able to see resources and make things, but it may not. I've seen this happen with Mason's, Carpenter's, Mechanic's, Leatherworker's, Craftsdwarf's, and Kitchens. I've also seen Stills unable to find empty containers to brew into and Farm Plots unable to see seeds.

There are a lot of links between stokpiles in your save. Your problem is in links, not a bug.
Try to remove links or link stockpile №17(where all your leather seems to be stored) and №9(small leather stockpile near workshop) to Leatherworker's workshop.

Yeah, I figured that out last night. False alarm.

Of course I figure it out within four hours of posting, after tearing my hair out over it for days. Embarrassing to say the least.

In addition to being empty, linked stockpile No. 9 is tiny (6-tile), so even when there are a few hides in it, the odds are good that more hides being delivered will block access to all the hides in the pile (0009004)

And you've got over 100 jobs queued up with a working population of less than 50, leading to very sluggish response to your tiny leather stockpile's requests for resupply.

You've also got workshop restrictions enabled on a burrow (unintentionally?), which could well explain some of the other "unable to find resources" problems you've encountered.
